   "Today, June 16, 2015 at 4:18 AM, there was a report of a gunshot at Wisconsin St. and West Beech St. in Long Beach. When Officers arrived, they found a male victim with two gunshot wounds.  The victim was transported to NUMC where he underwent emergency surgery.  He is in stable condition.  His wounds are not life threatening.  Following an immediate response and investigation of the scene and its surroundings, the shooter was identified and the location of the shooter was determined.   A perimeter was established and a tactical police response was enacted to extricate the shooter from his residence. Negotiation ensued and the defendant Brian Kelly surrendered to police peacefully at 9:55 AM and is being processed at this time.  The essential entities, including all local schools, were notified and updated as the events unfolded.  The defendant was contained the entire time, and there was no danger to the public.  All police resources were dedicated to the successful apprehension of the defendant."
